Registration Now Open for C-NLOER Bay du Nord Public Review Information Sessions

The Canada–Newfoundland and Labrador Offshore Energy Regulator (C‑NLOER) is announcing the details of the public review of the Bay du Nord Development Application.
The review will be conducted in accordance with the C‑NLOER’s Terms of Reference under the Atlantic Accord Acts and is designed to provide the public with an opportunity to learn about the proposed project and share their views.
The proposed Bay du Nord project is based on petroleum discoveries in the Flemish Pass Basin, about 500 kilometers northeast of St. John’s, Newfoundland and Labrador.

The public feedback will help inform the C-NLOER’s assessment of whether the Development Application complies with the applicable legislative and regulatory requirements.
Public Review Period and Participation
The public review period will be open for 60 days, from June 22 to August 20, 2026.
During this time, the public will be able to participate through in-person and virtual sessions, as well as written submissions.

Important: The room for in-person sessions or the Zoom link for virtual sessions will be provided in your confirmation email after registration.
Please note: For all sessions, doors open at 5:30 p.m., session begins at 6 p.m., and no entry will be permitted after 6:30 p.m.

Written Comments
Written comments, technical analyses or requests for clarification may be submitted at any time during the review period.
All written responses may be posted to the C-NLOER website. The responses will not be treated as being confidentially submitted and will be posted in the official language in which they were provided. All identifying information will be removed except the name under which the documents were submitted.
The Board reserves the right to withhold from publication comments that are deemed to be spam or unrelated to the Development Plan Amendment Application.
Written comments on this Application may be submitted via email to information@cnloer.ca. Comments forwarded to any other address of the C-NLOER will not be considered.
The deadline for comments is August 20, 2026. The deadline for questions is one week earlier (August 13) to allow time for questions to be reviewed and answered before the comment period closes.
